The 23rd Avenue Community Action Plan is a blueprint for transforming 23rd Avenue into a lively Community Arts District - safe for families, and thriving with opportunities for business growth, learning and cultural celebration. The Action Plan was developed from the ideas and priorities of over 250 Lower San Antonio residents and merchants, who shaped the vision and strategies through large community workshops and smaller focus groups held in 2002 and 2003. These workshops involved a broad spectrum of Lower San Antonio, and were conducted in six languages: English, Spanish, Cantonese, Vietnamese, Mien and Cambodian. Urban Ecology facilitated the overall community planning process, and will publish the Action Plan in conjunction with the Lower San Antonio Collaborative this fall!
